Looks to me like some effective lobbying from big telecom worried (as they should be) by VOIP. And why this automatic assumption that consumers will foor the bill as usual. Profits decreasing a notch is out of the question of course.

So what about a fund for providing broadband ’net access in poor and rural areas?
